The Romanian government approves strategies, policies and administrative programmes, representing means of fulfilling the governance programme, as well as ways to exert the functions of the institution, as a public authority of the executive power, which aims at ensuring a balanced development of the national economic and social system, as well as its connection to the global economic system, with a view to promoting the national interests.
The Ministry of Education, Research, Youth and Sports (MECTS), by consultation with other interested institutions and ministries, designs, underlies and applies the global strategy of education, sets the goals of the educational system as a whole and the educational objectives for each level and domain of study (Article 12 (1) the Education Law no. 84/1995 with its subsequent amendments).
The National Council for Scientific Research in Higher Education (CNCSIS) is an advisory body of the Ministry of Education, Research, Youth and Sports, which expresses the views of the university community regarding the policy of scientific research. CNCSIS provides the interface between the academic scientific community and the Ministry of Education, Research, Youth and Sports (on behalf of the Government) during the process of fund allocation to university research and performance assessment in the field of scientific research. CNCSIS has the mission to enhance the relevance of scientific research in the Romanian universities and the visibility of Romanian science in the national and international context, thus meeting the individuals' needs of intellectual, professional and social development and the Romanian society's desire to progress.
The National Authority for Scientific Research (ANCS) is the specialized body of the central public administration, subordinated to the Ministry of Education and Research. It is through this body that the Ministry performs its duties in the field of research. The Authority has the mission to ensure the elaboration, implementation, monitoring and evaluation of the policies in the field of research, development and innovation, in compliance with the governance strategy and programme, with a view to ensuring the enlargement of the national and international technological and innovation heritage, a sustainable economic development, the access to domestic, European and global markets and the development of an information society based on knowledge, on meeting the citizens' needs and on the improvement of their standard of living.
On the grounds of the standards and methodology approved through government decisions, on request or on its own initiative, ARACIS evaluates and proposes the authorization or accreditation of higher education providers and study programmes. Based on the accreditation reports, MECTS elaborates the normative documents for setting up higher education structures.
On the basis of good practices, ARACIS formulates and periodically reviews referential national standards and performance indicators for evaluation and quality assurance in higher education. It collaborates with MECTS and ARACIP for developing and promoting policies and action strategies, for improving the quality of education in Romania. It organizes annual consultations with higher education institutions, in order to establish quality assurance priorities. It draws up and publishes its own procedures to externally assess the quality of education.

"the promotuion of openness in higher education institutions towards the economic and social environment, through actions of co-operation between higher education institutions, economic operators and other organizations, with a view to developing specific partnerships, labour market research, knowledge transfer and the entrepreneurial dimension of the Romanian universities.
